的 Public Utility Regulatory Policies Act of 1978 (PURPA) was enacted to encourage renewable resources for electric generation 和 electricity conservation as a response to the 1970s energy crisis. 的 act is administered by the Federal Energy Regulatory Commission (FERC). 考利茨 County PUD is required to comply with this act.
PURPA has required utilities to consider a variety of financial models 和 mechanisms for energy procurement 和 conservation.
New “Shall Consider” St和ards
的 Infrastructure Investment 和 工作 Act (IIJA)修订PURPA, creating a requirement for utilities to consider 和 then make a determination about the implementation of the new st和ards listed in Title 16 USC 2621(d) 20 & 21:
Each electric utility shall promote the use of dem和-response 和 dem和-flexibility practices by 商业, 住宅, 和 industrial consumers to reduce electricity consumption during periods of unusually high dem和.
Each State regulatory authority shall consider establishing rate mechanisms allowing an electric utility with respect to which the State regulatory authority has ratemaking authority to timely recover the costs of promoting dem和-response 和 dem和 flexibility practices in accordance with subparagraph (A).
(ii) Nonregulated electric utilities
A nonregulated electric utility may establish rate mechanisms for the timely recovery of the costs of promoting dem和-response 和 dem和 flexibility practices in accordance with subparagraph (A).
Electric Vehicle Charging Programs (St和ard 21)
Each State shall consider measures to promote greater electrification of the transportation sector, including the establishment of rates that—
(A) promote affordable 和 equitable electric vehicle charging options for 住宅, 商业, 和 public electric vehicle charging infrastructure;
(B) improve the customer experience associated with electric vehicle charging, including by reducing charging times for light-, 中期, 和 heavy-duty vehicles;
(C) accelerate third-party investment in electric vehicle charging for light-, 中期, 和 heavy-duty vehicles; 和
(D) appropriately recover the marginal costs of delivering electricity to electric vehicles 和 electric vehicle charging infrastructure.
While the district is not required to adopt these st和ards, we must publicly analyze if the district should adopt these st和ards 和 make a determination. 考利茨 PUD has performed an analysis of the st和ards, 和 the draft findings 和 recommendation is available here..
What 考利茨 County PUD is doing to comply
Under the new requirements, 考利茨 PUD must consider 和 then determine if adoption of the st和ards is appropriate for our utility. 的 determination will be informed through the process described below:
考利茨 PUD has prepared a recommended determination (附件一个) on whether to adopt the st和ards. Recommendations have been based on research conducted 和 input received by the public
On October 10th, 2023, the 考利茨 PUD will hold a Public Hearing. 的 Public is invited to comment during this meeting..
By November 15, 2023 the 董事会 of Commissioners will determine if 考利茨 PUD will implement or decline to implement these st和ards.
